TooTech's Roguetech Challenge Run Overlay

Utility does nothing on its own aside from allowing you to define a formula with subsection, then update current Mechtech while cycling between the formula's values for that Mechtech rating in an overlay. All the "functional" aspects of using the utility to impact your Battletech, Roguetech, or BTA gameplay are manual parsing of the values presented.

Defaults to the basic formula I used in Challenge Run: No Tech, No Mechs
